NAP protection exists to preserve cooperation, growth and stability across State 4272.
Scouting or attacking cities belonging to a listed NAP alliance or its officially registered academy is strictly forbidden.
Active recruitment, persuasion or poaching of players from another NAP alliance or its officially registered academy is prohibited.
Zeroing players is forbidden. The only exception applies when a player is actively causing serious problems for the state and enforcement has been formally approved by at least three of the five NAP alliances.
Any approved enforcement action must be coordinated through State leadership. Personal revenge, independent retaliation and unauthorized punishment are not permitted.

The state map must remain functional, accessible and fair for all NAP alliances.
Surrounding facilities with banners in order to restrict access is prohibited.
Banners must not be used to deliberately block another alliance’s route, expansion path or access to facilities.
When banners create a blocked route or logistical conflict, alliance leaders must communicate directly and resolve the issue diplomatically within 24 hours.
No military retaliation may be used to resolve a banner or pathing dispute.

During officially active state events, scouting and attacks are prohibited.
Gathering troops belonging to listed NAP alliances and their officially registered academies may not be attacked during normal NAP periods.
Brothers in Arms (BIA) is the only exception. During BIA, attacks on gathering tiles are permitted only where the event rules allow them.
This exception applies only to gathering tiles. It does not permit city attacks, scouting, attacks on allied forces, attacks on friendly structures or interference with state-controlled objectives.

Facilities, forts and strategic structures must be handled with respect for agreed state coordination.
Attacking another alliance’s fort or facility in order to steal occupation rewards is strictly prohibited.
No alliance may interfere with a completed or agreed occupation merely to gain rewards, deny rewards to another team or create unnecessary conflict.
When a facility or fort dispute occurs, leaders must coordinate the resolution before any military action is taken.
The violating alliance must return the stolen occupation rewards to the offended team at the next eligible reward opportunity.
Alliance leaders must communicate and resolve the issue within 24 hours. Deliberate refusal to cooperate, repeated obstruction or failure to resolve the matter may be escalated to the State Council.
Personal military retaliation is strictly forbidden. Victims must report the player name, alliance tag, date and time of the incident, and battle reports or battle logs to R4/R5 leadership.
Any resource compensation must be handled diplomatically through leadership. No player may attack back independently to recover resources.
1st offense: Warning. 2nd offense: Warning. 3rd offense: The offender must be removed from their alliance.
Any additional coordinated enforcement, including burning or zeroing, requires approval by at least three of the five NAP alliances and the State Council.
Any individual member of a NAP alliance who attacks allied forces or friendly state structures during SvS — including the Castle — commits treason against the state. This protocol applies only to the specific player account responsible for the violation. It does not automatically apply to the player’s entire alliance.
Evidence must be documented through battle reports and submitted to R4/R5 leadership. Once the evidence is confirmed and the State Council approves enforcement, the player account receives a permanent ban from NAP protection. State-coordinated zeroing and the maximum available presidency penalties shall then be applied.
No individual player or alliance may carry out punishment independently.
